Breaking Ground on the Gardens at Millbourne

On Wednesday, September 24, 2025, Stewart & Tate was proud to join community leaders, partners, and supporters for the ceremonial groundbreaking of The Gardens at Millbourne — a transformative project that will convert the former private estate of Louis J. and Jody Appell into a vibrant public garden for all to enjoy.

The Appells, known throughout York, PA, for their philanthropy and deep love of horticulture, dreamed of creating a place where nature, beauty, and community could thrive together. That vision is now becoming a reality through the continued support of the Powder Mill Foundation, established by Louis J. Appell, Jr. in 1993 to ensure their legacy of giving would endure for generations.

During the groundbreaking ceremony, Michael Hady, President & CEO of the Powder Mill Foundation, recognized the collaborative efforts behind the project. He highlighted the work of Fritz Reed and Michael Zeh of Standard Architects, as well as Allan Summers and Jennifer Pennington of Robinson, Andersen & Summers (RAS), whose team created the master plan and garden design. RAS has designed public gardens across the country, and their expertise will help make Millbourne a truly unique destination in York County.

As Construction Manager, Stewart & Tate is honored to help bring this ambitious vision to life. Our team will oversee construction across the property, including the installation of approximately 2,500 feet of walkable trails, much of which will be wheelchair accessible. The gardens will feature thoughtfully designed spaces and experiences for visitors of all ages and abilities. From a welcoming stone, glass, and timber-framed Welcome Center to a stunning  Rose Garden with water features, a bi-level Secret Garden, and a Frog Pond, the property will offer countless opportunities for discovery, reflection, and connection with nature. Once complete, Millbourne will become York County’s first fully accessible public garden— a milestone we are proud to help achieve.

The Gardens at Millbourne are expected to open to the public in 2027, and we look forward to sharing progress updates as construction continues!
